The UEAtc Technical and Coordination Commissions meetings

     The European Union for technical approval in construction (UEAtc) is a union, which brings together, on a voluntary basis, national institutes, centers and organizations that are engaged in the issuing of technical approvals. It was established in 1960 to facilitate the movement of construction products from country to country due to the practice of mutual recognition of voluntary approvals.
      The field of interest of the UEAtc concerns any innovation in construction products and processes.
     The purpose of the UEAtc is to reduce barriers of any kind and to increase and promote a scientific approach for the Approval of innovation in the field of construction. This is made by ensuring that in various countries, the results of approval activities may be used as such, recognized or considered equivalent and used by members in the issuing of Approvals.
     UEAtc is a network of European institutes and institutes from neighboring countries. It includes eighteen member institutions, seventeen of which are located throughout the EEA (European Economic Area) and one is located in Eastern Europe, it is SE NDIBK.
     SE NDIBK represents Ukraine in the European Union for technical approval in construction since 2008. Participation in the Technical and Coordination Commissions of the UEAtc is an obligatory condition for cooperation. For Ukraine and our Institute the cooperation with the UEAtc is very important. We have an opportunity to participate in the EU procedures (in EOTA) to issue the European technical assessments for new products, what helps to simplify technical barriers in trade. This allows faster entry of construction industry of Ukraine to the European Community and the implementation of the European regulatory base into the Ukrainian one, cooperation of our Institute SE NDIBK and institutions of European countries in the development of technical regulations in the construction industry of Ukraine and preparation of technical approvals by SE NDIBK in cooperation with the UEAtc.
At meetings of the Technical and Coordination Commissions, which were held on May 03 and 04, 2017 in the premises of DIBt in Berlin, Germany, the great work was done. The Report on progress on ITC`s proposal “Installed ETICS” was presented and discussed, the Rule of the UEAtc on reciprocal recognition of production facility inspections and Qualified installers schemes were considered and discussed, the regulatory base of the construction industry of different member countries of the UEAtc, including Ukraine, was considered and compared, the Report of the working group «Legal», which had several meetings concerning the developments at the national level, developments at the European level and relations of CPR and different nation legal and voluntary systems, was considered, the new German model building code was discussed, the Report “Products on the European Market. CE Marking unveiled” issued by the Dutch Court of Auditors was considered and discussed, the development of the UEAtc tool to facilitate mutual recognition was considered. It was also announced about the end of the UEAtc President`s 2-years mandate and about the end of the UBAtc`s 5 years mandate as Secretariat General in autumn 2017.
     Gennadiy G. Farenyuk, the Director of the SE NDIBK, provided the information about the current state of normative and legal system in the construction industry of Ukraine, represented variants of mechanisms to reform the system of standardization in construction, emphasized the possibility to work together in this direction, told about the implementation of European standards into the national normative field, including standards to assess the technical characteristics of ETICS, provided the information on the state of the regulatory base of structures. The Director of the SE NDIBK emphasized the fact that Ukraine is interested in the implementation of the European regulatory base into the Ukrainian one. He informed that a lot of work was performed in this direction, and the SE NDIBK works actively to achieve this purpose, and participation in meetings of the Technical and Coordination Commissions contributes a lot to achieve this purpose because Ukraine has an opportunity to gain experience of European countries and share its own experience. Mr Benny De Blaere supported Gennadiy Farenyuk`s words. He informed that Ukraine really has a strong wish to implement the European regulatory base into the Ukrainian one. He informed that Ukraine really works actively in this direction, and they are always happy to help within their capabilities. The Director of the SE NDIBK actively participated in all discussions and had negotiations with some representatives of European countries: Mrs Anna Kukulska-Grabowska (²ÒÂ), Mr Benny De Blaere (UBAtc), Mrs Paola Dessy (²ÒÑ), Mr Bruno Mesureur (CSTB), Mr Eric Winnipenninckx (UBAtc) and others during which there were discussions about the state of development of technical regulations in the construction industry of Ukraine and other European countries, the possibility to work in this direction and other issues concerning the construction industry.
