of SE NDIBK Young Scientists and Specialists Council



1 Main provisions

1.1 The SE NDIBK Young Scientists and Specialists Council (hereinafter, the Council) is a voluntary public association, which aims to support the scientific and scientific-technical activity of young scientists and specialists of the Institute.

1.2 Founder of the Council is SE NDIBK which provides the organizational, financial and advisory support to the Council.

1.3 Creation of the Council and its management team are approved by the Order of SE NDIBK Director.

1.4 Support of the Council work is provided by the SE NDIBK Deputy Director for scientific work.

1.5 The Council activity is governed by the Law of Ukraine “On scientific and scientific-technical activity”, SE NDIBK Statute, these Regulations and the Principles of voluntariness, equal rights and self-management.

1.6 The Council consists of young scientists and specialists aged up to and including 35 years, which work or do postgraduate study at NDIBK, engaged in scientific activity, share the goals of the Council and take part in solution of problems concerning it.

1.7 The Head of the Council (according to his position) is a member of the Scientific and Technical Council of the Institute.

2 Basic tasks of the Council

2.1 Assistance in creation of conditions to unlock the scientific and creative potential of young scientists and specialists.

2.2 Search and support of talented researches among young scientists and specialists, provision of comprehensive support to them.

2.3 Participation in organization and development of sector, national and international scientific and cultural cooperation of young scientists and specialists.

2.4 Support in scientific researches.

2.5 Support of creative young people to do postgraduate study at NDIBK and postgraduate study at other institutions, defense of theses prepared at NDIBK Specialized Scientific Council and other Special Councils.

2.6 Implementation of scientific projects and achievements performed by young scientists and specialists.

2.7 Organization of scientific meetings, seminars and conferences of young scientists and specialists (at the Institute and outside).

2.8 Preparation of electronic scientific professional publications including the young scientists` conference results.

2.9 Search of opportunities for youth participation in national and international conferences, grants, training programs.

2.10 Active participation in the Institute life by provision of proposals on scientific and production activity of young people for consideration by the Director and Scientific and Technical Council of the Institute.

2.11 Information activity (by the way of publications and electronic site of the Institute) and etc.

For realization of its tasks the Council performs the following:

- prepares and provides the proposals on development and improvement of scientific and professional activity of young scientists and specialists to the Scientific and Technical Council, management of the Institute and SE NDIBK structural subdivisions;

- takes part in scientific conferences and other activities taking place at the Institute;

- supports the publication of scientific works of young scientists and specialists in SE NDIBK professional publications;

- by the way of open and secret voting of Council members determines the candidates and provides the proposals to SE NDIBK management and Scientific and Technical Council for nominal grants, grants and awards of President of Ukraine, Cabinet of Ministers of Ukraine, Verkhovna Rada of Ukraine and other institutions for young scientists;

- provides the information on postgraduate study and Specialized Scientific Council at SE NDIBK, analogous formations in other organizations;

- checks the quality of postgraduate study of its members. If it is necessary, it gives them professional help;

- provides information on conferences, seminars, “round tables” and other scientific events taking place in Ukraine and abroad for participation of Council members and other young scientists of the Institute in them;

- supports the cooperation with other organizations in training of young scientists and specialists;

- contacts with institutions, organizations and enterprises related to the activities of the Council;

- performs the public control for respect of rights and responsibilities of young scientists and specialists determined by the Law and these Regulations;

- performs other activities in accordance with the tasks of the Council.

3 Functions of the Council

3.1 Development and implementation of measures to intensify the scientific activity of SE NDIBK young scientists and specialists.

3.2 Provision of its recommendations and proposals on scientific and production activity of the Institute to SE NDIBK Director.

3.3 Creation and support of common information database on research works of young scientists of the Institute.

3.4 Informing of young scientists and specialists about scientific programs, funds, projects, conferences, seminars and other activities performed by Ukrainian and foreign scientific institutions and universities and support of SE NDIBK young scientists and specialists` participation in them.

3.5 Organization of conferences, seminars and round tables of young scientists and specialists.

3.6 Consulting during the preparation and implementation of scientific projects by young scientists and specialists.

3.7 Assistance to SE NDIBK young scientists and specialists in realization of integration researches and implementation of interdisciplinary projects.

3.8 Development and realization of measures to enhance the prestige of scientific activity among employees of the Institute.

3.9 Establishment and support of contacts with Young Scientists Councils of other institutions and organizations.

3.10 Development and support of the Council`s web page on SE NDIBK`s site to provide the interoperability of young scientists between themselves and with young scientists from other universities and scientific centers.

3.11 Presentation of young scientists and specialists` interests in interaction with SE NDIBK Director.

3.12 Protection of young scientists and specialists` rights in scientific and production activity of the Institute.

3.13 Listing of young scientists and specialists of the Institute.

4 Procedure of Council creation

4.1 The Council is formed of young scientists and specialists engaged in researches in different fields of science and are employees or postgraduate students of the Institute.

4.2 The Council membership is based on personal submit of form by young scientist or specialist for 1 year.

4.3 Entering into the Council is possible for SE NDIBK employees, which meet the requirements of these Regulations during its functioning, after Council creation and confirmation of its management team.

4.4 Council members` work is realized on a voluntary basis.

4.5 Exclusion from the Council membership may be in the following cases:

- performance of actions, which violate the given Regulations and Principles of the Council work by the Council member;

- non-performance of Council decisions;

- written request of Council member on his/her wish to withdraw from the Council.

5 The Council organizational structure

5.1 The total number of Council members is not limited. The general membership of the Council consists of the Head, two Deputies and Secretary of the Council. The Secretary controls the list of Council members to determine its number forming a quorum for the current period (at least 50% of the total number). All members have equal rights and responsibilities.

5.2 Candidate for the position of the Council Head is elected by the decision (at least 2/3 of the current number of Council members) at the Council constitutive meeting and approved by SE NDIBK Director for 1 year.

5.3 The Council Head organizes the work of the Council, is the official representative of the Council at NDIBK and interacts with other structures of the Institute in accordance with Regulations.

5.4 The Council may express no confidence to the Head by number of votes of at least 2/3 of current number of all members of the Council. If the Head of the Council terminates his functions or membership in the Council, Council Head`s functions are automatically transferred to the First Deputy Head of the Council, who should include the issue on election and appointment of the Council Head and its Deputies to the agenda of the next meeting of the Council and have this meeting not later than one month. If the Head of the Council is temporarily unable to perform his responsibilities (business trip, illness, etc.), the functions of the Council Head move to one of his Deputies or Secretary.

5.5 The Deputies Head are elected at the Council meeting from its members. Deputies Head perform functions of the Council Head for the period of his absence.

5.6 The Secretary is elected by the Council from its members and is responsible for organizational support of the Council activity within the powers defined by the Council.

5.7 The Council activity is annually considered at SE NDIBK STC meeting, at which the report on performed work results is heard.

5.8 Decision of the Council is taken by the majority of votes given by members, which are present at the meeting (in the presence of quorum for the current period) and entered into minutes of meetings.

5.9 Minutes of Council meetings are signed by the Head of the Council and Secretary of the Council.

6 Rights and responsibilities of the Head and members of the Council

6.1 The Head of the Council performs management in the Council. The Head of the Council in the name of the Council and SE NDIBK young scientists should initiate the consideration of issues which are important for SE NDIBK young scientists at SE NDIBK STC.

6.2 Council members participate in the Council work and performance of its tasks. Distribution of internal responsibilities and powers is performed by members of the Council.

6.3 Members of the Council have the following rights:

- participate in meetings of the Council, elect and be elected to the position of the Head, Deputies and Secretary of the Council;

- participate in preparation of solutions and make proposals on all issues concerning the Council activity;

- participate in programs and projects of the Council;

- use international bonds of the Council for establishment and development of direct contacts with foreign partners;

- use printed information products;

- for withdrawal from the Council;

- receive financial, methodological and other assistance in the field of scientific and scientific-technical activities.

7 Interaction of the Council with SE NDIBK STC and administration

7.1 SE NDIBK STC and administration provide the organizational, advisory and financial support to the Council:

- in realization of activity determined by these Regulations;

- in obtaining of timely and full information concerning the SE NDIBK young scientists;

- in provision of working premise, communications and telecommunications (on a temporary basis) for the Council.

7.2 SE NDIBK Scientific Secretary or Deputy Director for research work may participate in the work of the Council, provide information on SE NDIBK decisions and other documents related to the Council activity to the Council, make proposals for participation of the Council in solution of tasks of the institute.

7.3 The decision taken by the Council is formalized in the form of official note addressed to the Director and signed by the Head of the Council.

8 Procedure for introduction of changes to Regulations

8.1 Proposals on changes to these Regulations may be provided by members of the Council and accepted by open voting. Accepted changes are approved by the Director of SE NDIBK.

9 Termination of the Council activity

9.1 The Council activity is terminated by decision of 70% of its members and termination of the Council activity is approved by the Order of SE NDIBK Director.
