On April 1, 2015 there was a regular meeting of NIISK Scientific and Technical Council.

The meeting was attended by members of the Scientific and Technical Council and staff of the Institute.

According to the agenda report the scientific and scientific-technical activity of the Institute in 2014 was reviewed.

Matveev I.V., Bambura A.M., Titarenko V.A. Khavkin O.K., Sheynich L.O., Farenyuk E.G., Zharko L.O., the heads of departments, described the detailed scientific novelty of the scientific and technical works of their departments in their reports.

Krivosheev P.I., the head of the Scientific and Technical Council, summarized the results of the discussion and emphasized the strengthening of scientific and technical activities of the Institute as the basic organization of the Ministry of Regional Development of Ukraine.

Farenyuk G.G., the Director of the Institute, drew attention to the need to accelerate innovation, access to the market through the implementation of the scheme: researches - development of technical solutions - implementation of technical solutions in the design. The task for staff of the Institute for 2015 is not to reduce the amount of works, to find solutions to the problems of the construction industry due to legislative activity to achieve the European level in normative base of construction, strengthening of research potential of the Institute as a basic organization of the Ministry of Regional Development of Ukraine and enterprises of strategic importance for the economy and national security.

STC DECISION concerning:

“Report on scientific and scientific-technical activities of the institute in 2014”.

During 2014 the Institute and its structural divisions performed measures anticipated by business plan of the institute and fully implemented the Plan of the most important research projects.

As a result of scientific and technical activities the Institute is a modern world-class research institution, its activity is of strategic importance to the economy and security of the state by its scientific and technical potential.

The Institute performed significant work in the field of geotechnics, reliability, safety and seismic resistance of building structures made of concrete, reinforced concrete, stone, wood and others. materials. In addition, in the basic activities of the institute:

• we finished three DSTU Б EN, developed 17 regulations and documents for various types of structures, bases and foundations, earthquake resistance, energy efficiency, noise protection, fire protection and others. We conducted inspections, examinations and made conclusions concerning the draft normative documents;

• Client Engineer and expert organization of the Minregion of Ukraine continue the scientific and technical support to implement the SIP plan on transformation of Chernobyl NPP “Shelter” Object into an environmentally safe system. We conducted technical coordination of foreign contractors with normative base of Ukraine, participated in the design of NSC enclosure strucutres;

• we conducted works on development of construction of “affordable housing” due to participation in development of design for a number of buildings (residential complex with shops, offices, premises and underground parking on 75-77 Bozhenko Street, 21-17 Libidskaya Street, 118 Antonovich Street in Goloseyevsky district of Kiev, Residential complex “Pioneer quarter” on 57 B. Khmelnitsky Street, 58 Ivan Franko Street of Vyshneve of Kiev region, two-section apartment building in Mizikevich of Ovidiopil district of Odessa region and others);

• we implemented the scientific and technical support to the design and construction of high class responsibility (National Children's Specialized Hospital “Okhmatdit” on 28/1 Chornovil Street of Shevchenkovsky district of Kyiv, vibration protection systems of sections No.1 and No.2, residential 10-story building on 17 Kikvidze Street of Kiev, Central Department Store building reconstruction with the restoration of the main facade on 2 B. Khmelnitsky Street of Kiev, Shopping center “Forum Lviv” in Shevchenkovsky district of Lviv and others).

• we continue to study the fire resistance of building structures to develop regulations regarding fire safety;

• work continues the work on certification of building products by characteristics of stability, durability, energy efficiency is being performed;

• significant work of departments and laboratories of the Institute Testing Center is being performed at researches of physical and mechanical properties of elements and structures and base grounds;

• work on the use of “Methods to assess the economic efficiency of scientific and technical developments in construction” in relation to commercialization of science and economic effect is being performed.

Scientific and Technical Council of the Institute worked activel: 8 meetings were organized, 34 issues on activities of the Institute were considered. STC sections worked actively.

Specialists of the Institute took an active part in international, national and regional scientific conferences, symposias and seminars, training and professional development of engineers qualification in construction industry, scientific achievements of the Institute are widely described in scientific publications.

Scientific and organizational activities of the Institute in the reporting period were aimed at:

• Structural scientific-technical units work improvement due to solution of scientific and technical problems on “science-design-production” and expansion of cooperation with organizations of construction industry.

• Development of cooperation with corporations, companies and other enterprises of the construction complex, which aims to develop innovative technologies.

• Interactions with higher education institutions of construction complex and institutes of NAS.

• Scientific-technical council activity improvement.

• Ensuring the effective activity of postgraduate and specialized scientific council K 26.833.01 on defense of dissertations for the degree of candidate of technical sciences.

• Development of informational, promotional and marketing activities by expanding relationships with construction corporations, organizations and associations of the construction complex.

It is decided the following:

1. Report on the scientific and technical activities of the Institute and its departments for 2014 should be approved and recommend for approval.

2. To mark the works of the Institute concerning normalization and standardization, problems of scientific and technical support to the design and construction of Chernobyl NPP “Shelter” Object, energy efficiency and acoustics of construction objects as strategically important to the economy and national security.

3. To strengthen the scientific and technical activities of the Institute as the basic organization of the Ministry of Regional Development of Ukraine, in particular:

- research activities for current problems of construction industry, including activities, which concern energy efficiency of construction objects and development of structural systems of buildings and facilities for construction of affordable housing including complex geotechnical conditions and seismically dangerous areas;

- operation of Technical Committees and subcommittees created on the basis of the Institute.

4. To specify the plan of creation and publication of manuals and guidance documents for implementation to practice of design, construction and operation of new normative documents and European norms and standards.

5. To recommend to administration and heads of separate structural units of the Institute to use the following as an appropriate for the future work of the Institute:

- to expand cooperation with in construction universities, other research institutes of construction industry and project organizations;

- to ensure further active part in international scientific organizations and disseminate the information among scientists, designers and builders of Ukraine.

6. To continue the technical equipment and devices, personal computers and software renewal for development of research activities of the Institute.

7. To develop the site of the Institute and replenish it with information on activities of structural units in the basic directions and innovation projects.

8. To activate the advertising and marketing activities of the Institute: information on scientific and technical activities of the Institute for 2014 should be published in news-bulletin of Minregion of Ukraine, in magazines “Science and Construction”, “World of geotechnics”, mass media and placed on the website of the Institute.
