REGULATIONS
of Scientific and Technical Council of State Enterprise
“State Research Institute of Building Constructions”

1. Main provisions

1.1 According to the Law of Ukraine "On scientific and scientific-technical activity" the Scientific and Technical Council (hereinafter, Council) of State Enterprise “State Research Institute of Building Constructions” (SE NDIBK) is a collegial advisory body to regulate the scientific and scientific-technical activity of the Institute.

1.2 In its work the Council is guided by Orders of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine, the Statute of the Institute, the Orders of the Director of the Institute and these Regulations.

2. Procedure of creation

2.1 The Council consists of leading scientists and highly qualified specialists of the Institute and other organizations.

2.2 The Council is formed of 30-40 persons determined by the Statute of the Institute.

2.3 Three quarter of the Council membership is elected by secret voting of researchers, and the rest of its members is appointed by the Order of the Director of the institute.

In order to represent the working collective interests the Council includes the head of the trade union committee of the Institute (by agreement).

2.4 The Director of the institute, his Deputies and Scientific Secretary are members of the Council according to their positions.

2.5 The head of the Council, his Deputies, Scientific Secretary of the Council and heads of the Council sections are elected by open voting at the first meeting of newly elected Council members together with the Council members included to its membership according to their positions and by quota of the Director of the Institute.

2.6 The newly formed membership of the Council is approved by the Order of the Director of the Institute.

2.7 If someone discontinues the membership in the Council, its membership is completed in accordance with item 2.3.

2.8 Regulations of the Council and its membership are reviewed every five years.

2.9 Sections of the Council are created for more efficient and qualitative solution of problems. List, membership and heads of sections are agreed by the Council and approved by the Order of the Director of the Institute.

2.10 In separate divisions such as Experimental Design Bureau (SE NDIBK EDB) and Zaporizhzhia branch (SE NDIBK ZB), Lugansk branch (SE NDIBK LB) there are Scientific and Technical Councils created by the analogous way as the Council of the Institute was created and the procedure of creation is given in Regulations of these separate divisions.

2.11 Membership of the Scientific and Technical Councils of separate divisions is approved by the Order of the Director of the Institute.

3. Basic functions

3.1 The Council performs its functions in accordance with the annual thematic work plans approved by the Director of the Institute.

3.2 The Council performs the following:

  • determines the perspective directions of scientific and scientific-technical activity of the Institute;
  • considers and approves the perspective and current plans for researches, performs the scientific and scientific-technical assessment of research work themes and results including one performed for Institution`s own funds;
  • considers and takes recommendations for drafts of national standards, normative documents for the industry and normative and methodical documents on internal activity of the Institute;
  • considers and makes conclusions for very important technical tasks and reports on research, engineering and design works;
  • approves the thesis themes of PhD students and their supervisors (consultants), considers the reports on postgraduate study activity, PhD students` supervisors work;
  • chooses the heads of departments and researches for vacant positions on a competitive basis, approves the researchers` appraisal results, considers the issues on award of the academic degrees;
  • considers and recommends the works and persons of the Institute for presentation to win the State Prize of Ukraine and State grant, takes decisions on applications to award the honorary and academic degree to employees of the Institute, etc.
  • considers the plans on publishing activity of the Institute;
  • deals with other issues on scientific and scientific-technical activity of the Institute, which are determined by its Statute.

3.3 The Council sections perform the following:

  • consider and make conclusions for technical tasks and reports on performance of special works in design and construction, consider the technical requirements to improvement of existing structures, devices, technologies, equipment and machinery and creation of new ones;
  • consider and determine the constructive participation of possible co-invention created in connection with the performance of official tasks, recommend the institute`s employees` works for publication;
  • consider the thesis themes of PhD students and submit them for approval by the Council, consider the individual plans to prepare for thesis works and recommend them for approval, hear reports of PhD students on realization of individual plans;
  • discuss the comments to theses for their representation to the Special Councils if the Institute is determined as a leading institution;
  • hear the Institute`s employees` reports on their foreign business trips and scientific and technical cooperation results.

4. Council members` rights and obligations

4.1 Members of the Council participate in meetings and discussions of problems proposed for consideration and in formulation of decision on them.

4.2 Members of the Council learn all materials and scientific works discussed at meetings.

4.3 Members of the Council perform the decisions of the Council and instructions on preparation of issues for discussion at meetings qualitatively and in time.

5. Procedure of work

5.1 The basic form of the Council work is meetings, which are open for participation of interested persons. The Council meeting is considered to be duly constituted if more than a half of Council members took part in its work, except of cases provided in item 5.4.

5.2 Materials for Council meetings (references, reviews, draft decisions) are prepared by relevant departments of the Institute in accordance with the approved plan of the Council work, as a rule, after consideration by relevant section.

5.3 With open voting the Council takes its decisions by majority of votes given by members presented at the meeting.

5.4 Council decision on choice for vacant positions and award of academic degree, nomination of candidates for State Prize of Ukraine and State grant and award of honorary degree are taken by secret voting. The Council meeting is considered to be duly constituted if at least two-thirds of Council members took part in its work.

5.5 Council decision on choice for vacant positions, nomination of candidates for State Prize of Ukraine and State grant and award of honorary degree is considered to be positive if at least two-thirds of Council members, which took part at the meeting, gave their votes for it.

Council decision on award of academic degree is considered to be positive if at least three-fourths of Council members, which took part at the meeting, gave their votes for it.

5.6 Minutes of Council meetings are signed by the head of the Council and Scientific Secretary of the Council.
